Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 19th November 2025 commencing at 12.30pm
at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public to ask any questions  or make any short statements during the time allocated:

1.    REMARKS BY CHAIRMAN
Cllr Gurney welcomed everyone to the meeting.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance.

3.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 18th SEPTEMBER 2025 TO BE APPROVED AS THE MINUTES
    It was proposed by Cllr Kale, seconded by Cllr Gurney, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.    OUTSIDE BODIES REPORT
LCC Cllr Hume sent her apologies and forwarded a report for the Parish Council’s information.(See Appendix A)

ELDC Cllr Taylor relayed information regarding the proposals being put to Central Government in relation to the reorganisation of the Councils. This will involve the Boundary Commission as borders may be changed. Main concern is that there will be less communication and personalisation with Parish Councils and the Community. Additionally, there will be no Police Commissioner as this will amalgamate with the Mayoral Government.

During August 2025 there were no incidents reported

During September 2025 one incident of anti-social behaviour was reported on or near to New Lane.

6.    FINANCIAL MATTERS
a.    Financial Report
The balance of the Treasury Account following deduction of £4.25 for Bank Charges and before any payments are made is £7637.83.
    
b.    To approve any payments to be made

It was proposed by Cllr Gurney, seconded by Cllr Kale and resolved that these payments should be made.

c.    Set budget for 2026/2027 Precept
The proposed 2026/2027 budget was circulated to the Parish Councillor’s for their perusal and observations. After deliberation it was proposed by Cllr Gurney, seconded by Cllr Kale and resolved to set the budget at £3400 and request this amount for precept.

7.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation
Prior to today’s meeting no planning applications have been received.

b.    Report on any information received regarding Planning Applications
There was no information to report.

8.    HIGHWAYS
There was no information to report or matters discussed.

9.    PARISH MATTERS
There were no matters discussed.

The dates for the proposed 2026 Parish Council meetings were circulated of which it was resolved to book these dates. Therefore, the next Toynton St Peter Parish Council meeting is scheduled for Thursday 19th March 2026 at Toynton Village Hall

There being no further business the meeting finished at 1.07pm

Appendix A

Report from LCC Cllr Hume

1.Solar Farm in Tillbridge

Whilst this is not in our area, I thought you might want to know that Ed Miliband has authorised a massive, 3,000-acre solar farm to be built on prime agricultural land, which has been reported as providing around 4.5 tonnes of wheat per acre.

Many of us protested in Gainsborough on Saturday, 18 October, against the use of farming land for this purpose. I think we all want clean energy, and solar panels are welcome, but we do believe there are far better ways of doing it – ways that do not destroy our food sources, mar our countryside, and create new recycling problems, hazardous waste materials to be dumped on our countryside.

I will update you further when I have more news on what is happening with this.

2 “North Ray Solar Farm Proposal”

In addition to Tillbridge, I recently found out about yet another ‘proposal’ for another solar farm – and I will update you on what is happening there when I have more information.

3 Safety improvements confirmed for the A52

From the LCC web site:

Following an extensive investigation by council officials and the Lincolnshire Road Safety Partnership, moves to improve a stretch of the A52 have been given the greenlight.

The plan includes:

• Installing an average speed enforcement system over full length of just under 2.5 miles. The system will have an effect on overall driver behaviour, reducing the possibility of overtaking and cutting speeding on the route
• Repairing or replacing all existing Vehicle Activated Safety Signs
• Installing solar powered LED road studs to better define the road in the appropriate place
• A comprehensive signing and road marking assessment to be undertaken
• Signing and lining enhanced to highlight the hazards through Coddingtons Yard

Relating to Highways - I also received a note that since 1 May this year, LCC has carried out approximately 202 miles (or 326 km) of carriageway and footway maintenance schemes, around 77,000 gullies have been cleaned, and around 13,000 potholes have been repaired.

4 Flags of our Country

The responses to the flags, from parish councils and residents, has been mostly positive, with only 1 out of 20 areas, having expressed concerns, thus far.

If you do have any complaints about illegal placements, please do advise residents that they can use FixMyStreet to report issues. If there are any other complaints, that are not about legal issues, I am happy to address those complaints and advocate on behalf of any resident, if appropriate.

It is important for us all to keep an open mind, and to ensure that all resident voices are heard.

5 .Planning Application 02241/25/FUL – Objections to Proposed Poultry Farm

I understand that there have been some complaints/objections to the planned poultry farm in Toynton All Saints. I would be happy to help with this if I can, so please do let me know what the status is, as and when you have news.

6 InspireU – Service for 16- to 24-year-olds

I don’t know if you or the general community know about this project, so I am pasting some information below, which I hope will be helpful to those who may need it. It might be an idea to get hold of some leaflets for display, if you feel that is appropriate, and I have included a bar code that you can scan to go straight to the site.

“We are a service, provided by Lincolnshire County Council's Children's Services, who work with young people across all of Lincolnshire by supporting them to achieve their next steps. Whether this be further or higher education, an Apprenticeship, paid or voluntary employment.

We have sites in Boston, Grantham, Lincoln, Louth, Ruskington,

Skegness and Spalding, where we deliver 'Study Programmes', and ’Supported Internships' to young people aged 16-24.”

7 Preparing for food waste collections in Lincolnshire

From March 2026, food waste collections will begin across Lincolnshire and for us, in East Lindsey, it is scheduled for Autumn 2026. This joint initiative between the county council and all seven district councils is a major step forward in recycling for our county, and forms part of the Government’s national Simpler Recycling changes. Every household will receive two caddies (an indoor kitchen caddy and a larger outdoor caddy).

Collections will take place weekly.
