Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 18th September 2025 commencing at 7pm
at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public to ask any questions or make any short statements during the time allocated:
1. REMARKS BY CHAIRMAN
Cllr Gurney welcomed everyone to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.
4. NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 24th JULY 2024 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Gurney, seconded by Cllr O’Driscoll, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
5. OUTSIDE BODIES REPORT
LCC Cllr Hume reported the following:
• Would like to arrange a connecting with the community group like a WhatsApp group for Parish Councils to communicate with each other
• The flags that have been put up in various areas of the County are not going to be removed unless the are deemed to be illegal
• All Local Authorities have different ideas on how the Unitary Authority division should be. This will see the District Councils go but County Councils remain.

No apologies or report had been received from ELDC Cllr Taylor.
According to the new Police.uk website, during June and July 2025 there were no incident reported.
6. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury Account following deductions of £8.50 for Bank Charges (August & September 2025) before any payments are made is £8081.26.

It was proposed by Cllr Kale, seconded by Cllr Gurney and resolved that these payments should be made.
7. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
One planning application has been received which was being perused by the Planning Forum:
i) 2909/25/FUL – Erection of a fence – Toucan, Eastville Road, Toynton St Peter of which there were no objections.
Additionally received was an amended Environmental Statement associated with planning application 02241/25/FUL of which the Parish Council of which their views remained in objection to this application.
b. Report on any information received regarding Planning Applications
A letter from Planning Enforcement has been received (copy enclosed with summary) in relation to the land West of Halton Pigs Ltd, Halton Road, Toynton St Peter
No other information relating to Planning Applications has been received.
8. HIGHWAYS
Notification has been received from LCC Highways in relation to a temporary road closure from 17th September to 23rd September 2025 at Thorpe Bank due to works being carried out by Anglian Water in regard to a Leaking Main.
No other Highway matters were discussed.
9. PARISH MATTERS
There were no matters discussed.
