Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 30th January 2025 commencing at 12.30pm at Toynton Village Hall, Eastville Road, Toynton St Peter
In pursuance of Section S91 of the Local Government Act 1972, East Lindsey District Council have hereby appointed District Councillors Terry Taylor and Wendy Bowkett as Toynton St Peter Parish Councillors so that the Parish Council meetings are able to convene

PUBLIC FORUM
There was one member of the public present but no questions or short statements were made during the time allocated.
1. TO CONSIDER ANY APPLICATION FOR CO-OPTION TO VACANCIES OF PARISH COUNCILLORS
One application has been received by Mr Michael O’Driscoll for consideration of co-opting onto Toynton St Petet Parish Council. After deliberation it was proposed by Cllr Gurney, seconded by Cllr Kale and resolved to co-opt Mr O’Driscoll onto Toynton St Peter Parish Council. The Declaration of Office was thereby signed by Mr O’Driscoll and witnessed by the Proper Officer, S Knowles.
2. REMARKS BY CHAIRMAN
Cllr Gurney welcomed everyone to the meeting.
3. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Wendy Bowkett acting as Parish Councillor under S91 of the Local Government Act 1972 sent her apologies for not being able to attend today’s meeting.
4. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.
5. NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 26th SEPTEMBER 2024 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Kale, seconded by Cllr Gurney, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
6. OUTSIDE BODIES REPORT
ELDC Cllr T Taylor had previously sent a report of which had been circulated to the Parish Councillors which detailed the following:
• Changes coming to Flood Warning Service in 2025 - A completely refreshed system to create and manage flood warnings. This includes a brand-new 'Get flood warnings' digital service on GOV.UK, making it easier than ever for the public, organisations, and partners to stay informed about flooding.
• South and East Lincolnshire Councils Household Fund is now open - Households in financial hardship can apply for a voucher to help with food, clothes or other essentials.
• The Lincolnshire Wellbeing Service is now accepting online requests for support. These requests will be administrated by LCC Customer Service Centre. To access the service a customer must: -
o Be 18 years old or over
o Live in Lincolnshire
o Be at risk of becoming unable to live independently at home, increasing a need for ongoing services.
o Have barriers to accessing information and written advice to help themselves or have challenges that stop them from being able to interpret or act on the information and advice that would enable them to help themselves.
In addition, customers must need additional support with at least one of the needs-based outcomes to live independently at home and maintain good health and wellbeing. The outcome areas can be found here.

Once accepted into Wellbeing Lincs customers will benefit from a strengths-based assessment, from one case officer, meeting all identified needs in a combined assessment and support plan, improving the customer experience overall.

• East Lindsey District Council approves report for new accommodation pods in Skegness
In a significant move to address local housing needs, East Lindsey District Council has approved the acquisition and delivery of four new accommodation pods in Skegness. This decision, made during the recent council meeting, marks a positive step towards enhancing local housing facilities.
The plan involves installing the pods within Skegness to provide temporary housing solutions for those in need. This initiative is part of the council's broader strategy to tackle homelessness and support vulnerable residents.
Councillor William Gray, Portfolio Holder for Communities and Ageing Better, said: "This approval is a testament to our commitment to improving housing options for our community. These pods will offer safe and secure accommodation for individuals who are facing housing challenges."
Councillor Sarah Devereux, Portfolio Holder for Partnerships, voiced her support for the initiative, saying: "The introduction of these accommodation pods is a vital step in our mission to support our homeless community. These pods provide immediate shelter, warmth, and safety, while we collaborate with individuals to find more permanent solutions. We are committed to ensuring that everyone has access to safe and dignified living conditions."
Each sleeping pod provides a bed, chemical toilet, and charging facilities. They are designed to help people who have been sleeping on the streets and have complex needs, making hostel-style accommodation unsuitable.
The project is expected to commence shortly, with the council collaborating closely with local contractors to ensure timely delivery and installation. This initiative is seen as a pilot project, with potential for expansion based on its success and community feedback.

During August 2024, one incident Criminal Damage and arson was reported on or near to Halton Road – Unable to prosecute suspect
During September 2024
Two incidents were reported in Toynton St Peter
1 x Anti-social behaviour was reported on or near to Church Lane
1 x Violence and Sexual Offence was reported on or near to Halton Road – Still under investigation
During October 2024
Two incidents were reported in Toynton St Peter
1 x Violence and Sexual Offence was reported on or near to Main Road – Still under investigation
1 x Public Order was reported on or near to New Lane – Unable to prosecute suspect
During November 2024, no incidents were reported.
7. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury Account before any payments are made is £ 6,945.14
A letter has been received from Lloyds Bank notifying that the Treasury Account is changing from 14th January 2025 to a Community Account of which will incur charges for usage.

It was proposed by Cllr Gurney, seconded by Cllr Kale and resolved that these payments should be made.
c. To set budget for 2025/2026 precept
An overview of the Parish Council finances was presented to the Parish Councillors which included a proposed budget for 2025/2026. After deliberation, it was proposed by Cllr Kale, seconded by Cllr Gurney and resolved to request a precept of £3300 for the 2025/2026 Financial Year.
8. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
The following planning applications have been received and circulated to the Planning Forum for their perusal and observations:
i) S/185/01789/24 – Extension to existing dwelling to provide additional living accommodation – The Hawthornes, Fenside Road, Toynton St Peter
ii) PI/0085/24 – Development to vary conditions 2, 9, 10 and 11 of Planning Permission S/045/00496/19 for a move from crop-based feedstocks to animal waste feedstocks – Land attach to Glebe Farm, off Fen Lane, East Keal
b. Report on any information received regarding Planning Applications
Planning permission has been granted for the following:
• S/186/00898/24 – Erection of stable block and manage for private use – Home Farm, Eastville Road, Toynton St Peter
• S/186/01528/24 - Listed Building Consent - Replacement of existing clay tiles – The Lilacs, Eastville Road, Toynton St Peter
9. HIGHWAYS
It was relayed that there was a water leak in Main Road, Toynton All Saints which had been freezing during the cold weather and presumed dangerous to motorist.
