Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 20th March 2025 commencing at 7pm
at Toynton Village Hall, Eastville Road, Toynton St Peter
In pursuance of Section S91 of the Local Government Act 1972, East Lindsey District Council have hereby appointed District Councillors Terry Taylor and Wendy Bowkett as Toynton St Peter Parish Councillors so that the Parish Council meetings are able to convene

PUBLIC FORUM
There were no members of the public present to ask any questions or make any short statements during the time allocated.
1. REMARKS BY CHAIRMAN
Cllr Gurney welcomed everyone to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Terry Taylor acting as Parish Councillor under S91 of the Local Government Act 1972 sent his apologies for not being able to attend today’s meeting.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.
4. NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 30th JANUARY 2025 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Gurney, seconded by Cllr O’Driscoll, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
5. OUTSIDE BODIES REPORT
Apologies had been noted that Cllr Taylor as District Councillor is unable to attend this evening’s meeting.
LCC Cllr Bowkett relayed that she was under purdah rules due to the forthcoming Lincolnshire County Elections/
According to the Police.uk website
During December 2024 one incident of Anti-social Behaviour was reported on or near to New Lane.
6. FINANCIAL MATTERS

The balance of the Community Account before any payments are made is £6359.08.

It was proposed by Cllr Kale, seconded by Cllr O’Driscoll and resolved that these payments should be made.
7. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
The only planning application that has been received is s/086/00286/25 re the Consultation from the Planning Inspectorate on the Scoping Opinion in relation to Ossian Off-shore Wind Farm.
b. Report on any information received regarding Planning Applications
There is no further information to report relating to Planning Applications.
8. HIGHWAYS
The following matters were relayed:
• Pothole near to the A16 junction end of Toynton All Saints
• The water leaks down Main Road are believed to be from the spring
• Halton Road a severe pothole in need of repair
• Fly tipping near Beacon Hall
9. PARISH MATTERS
Correspondence has been received from Anglian Water notifying of environmental work planned in the area.

11. ANY OTHER MATTERS FOR DISCUSSION ONLY
Look at having a circular to relay the vacancies on the Parish Council and try and recruit new members.
12. DATE OF NEXT MEETING
The date of the next Parish Council meeting as per previously scheduled is Thursday 22nd May 2025 which will immediately follow the Annual Parish Meeting.
At 7.33pm it was resolved to go into close session to discuss an Employment matter
The clerk’s salary was discussed of which it was resolved to increase the hourly rate before any PAYE deductions by £1ph.
