Minutes of the Annual Toynton St Peter Parish Council Meeting held on Thursday 22nd May 2025 commencing at 7.15pm
at Toynton Village Hall, Eastville Road, Toynton St Peter

In pursuance of Section S91 of the Local Government Act 1972, East Lindsey District Council have hereby appointed District Councillors Terry Taylor and Wendy Bowkett as Toynton St Peter Parish Councillors so that the Parish Council meetings are able to convene 

PRESENT    Cllr D Gurney opened the meeting as the presiding Chairman

1.    TO ELECT A CHAIRMAN FOR THE FORTHCOMING YEAR 
It was proposed by Cllr Kale, seconded by Cllr O’Driscoll and resolved that Cllr Deborah Gurney should be the Chairman for Toynton St Peter Parish Council for the forthcoming year.

2.    TO RECEIVE THE DECLARATION OF ACCEPTANCE OF OFFICE OF CHAIRMAN TO TOYNTON ST PETER PARISH COUNCIL 2025/2026
Cllr Gurney signed the Declaration of Acceptance of Office as Chairperson of Toynton St Peter 
Parish  Council for 2025/2026 which was witnessed and signed by the Proper Officer, S Knowles.

3.    TO ELECT A VICE-CHAIRMAN FOR THE FORTHCOMING YEAR
It was proposed by Cllr Gurney, seconded by Cllr O’Driscoll and resolved that Cllr Beryl Kale should be the Vice-Chairman for Toynton St Peter Parish Council for the forthcoming year.

4.    PUBLIC FORUM
There were no members of the public present to ask any questions  or make a short statement during the time allocated.

5.    REPORT FROM ANY OUTSIDE BODIES
Prior to the meeting no apologies have been received from ELDC Cllr Taylor.

Prior to the meeting no apologies or reports have been received from LCC Cllr Hume.

According to the Police.uk website
During January 2025 one incident of Anti-social Behaviour was reported on or near to New Lane.

During February and March 2025 there were no incidents reported.

6.    REMARKS BY CHAIRMAN
Cllr Gurney welcomed everyone to the meeting.

7.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
ELDC Cllr Bowkett had sent her apologies and Cllr Taylor who had not sent his apologies both acting as Parish Councillors under S91 of the Local Government Act 1972, all elected and co-opted Parish Councillor were in attendance.

8.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received

9.    NOTES OF THE APRISH COUNCIL MEETING HELD ON TUESDAY 20th MARCH 2025 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Gurney, seconded by Cllr Kale, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

10.    ANNUAL GOVERNANCE AND ACCOUNTABILITY RETURN (AGAR) 2024/2025
The accounts for the financial year 2024/25 have been completed and reviewed by the Internal Auditor who reports that all this year’s accounts are satisfactory and in line with the guidance and regulations.
a.    To approve the Annual Governance Statement (Section 1 of the Annual Governance and Accountability Return (AGAR) for financial year 2024/2025 and authorise signing by Chairman and Responsible Financial Officer
This section was reviewed, assessed, proposed by Cllr Gurney, seconded by Cllr Kale resolved and signed.

b.    To approve the Accounting Statement (Section 2 of the AGAR) for financial year 2024/2025 and authorise signing by the Chairman and Parish Clerk
This section was reviewed, assessed, proposed Cllr Gurney, seconded by Cllr Kale, resolved and signed.

c.    To approve the Certificate of Exemption (of AGAR Form 2) for financial year 2024/2025 and authorise signing by Chairman and Responsible Financial Officer
This section was reviewed, assessed, proposed by Cllr Gurney, seconded by Cllr Kale, resolved and signed.

11.    TO APPROVE RENEWAL OF PARISH COUNCIL INSURANCE
The Parish Council Insurance is due for renewal on 1st June 2025. This year Zurich Municipal have quoted £205.96 an increase of £5.96 from the previous year. After deliberation it was proposed by Cllr Gurney, seconded by Cllr Kale and resolved to renew the Parish Council insurance with Zurich.

12.    FINANCIAL MATTERS
a.    Financial Report

On receipt of this year’s precept of £3330 and the deduction of £9 for Bank Charges (April & May 2025), the balance of the Treasury Account before any payments are made is £9287.03.

It was proposed by Cllr Gurney, seconded by Cllr Kale and resolved that these payments should be made.

13.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

Two planning applications have been received which are being perused by the Planning Forum:
i)    02241/25/FUL – Erection of 4 no. poultry units with associated control rooms, feed bins, gate house, plant room, substation and dead bird shed, construction of a concrete apron, car parking and attenuation pond with the siting of a water tank and 2 no. dirty water tanks – Grange Farm, Fenside Road, Toynton St Peter
The major concern with this planning application is that the single carriageway road that leads to the property is not fit for the purpose of additional large vehicle traffic flow due to several arears of the carriageway giving way and therefore needs to be  restructured to manage such an aspect.
ii)    S/064/01147/24 – Consultation from PINS on an EIA scoping opinion on Eastern Green Link 3 and 4 at Firsby Road, Great Steeping
No comments were made regarding this planning application.

b.    Report on any information received regarding Planning Applications
    There was no information relating to Planning applications to report.

14.    HIGHWAYS
The following matters were discussed relating to Highway Issues:
•    The water leak along Main Road
•    Drain outside Old School House, Eastville Road constantly floods. Though this has in the past been cleaned it is believed that this occurs due to a blockage caused by underground pipe damage
•    Request for an Archer Survey

Notification has been received from LCC Highways (copy enclosed with summary) in relation to a road closure between 16th June 2025 – 27th June 2025 at New Lane in regards to a new water main being laid.

The date of the next Toynton St Peter Parish Council meeting as previously scheduled will be on Thursday 24th July 2025
