Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 23rd November 2023 commencing at 7pm at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.
1. REMARKS BY CHAIRMAN
Cllr Gurney welcomed everyone to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.
4. NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 21st SEPTEMBER 2023 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Elliott, seconded by Cllr Kale, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
5. OUTSIDE BODIES REPORT
ELDC Cllr Taylor reported the following:
• The District Council have paid out from their tax relief fund to residents who were affected by the recent flooding.
Across the governing bodies, investigations are ongoing to determine what could have been done to help to prevent what happened during the storm and flooding.
• Future development could mean that more powers will be given to Parish Councils to deal with daily matters and local issues within their local area instead of by Central Government. Meaning local funds are spent more in their parish.
At 7.23pm it was resolved to move agenda item 7a forward
One planning application has been received which has been circulated to the Planning Forum for the observations – S/186/01611/23 – Forge Barn, Eastville Road, Toynton St Peter.
The Parish Councillor informed Cllr Taylor of their concerns associated with this planning application such as adding an additional entrance, work done on the site that has not followed the original planning application conditions and asked for advice on answering the consultation and his support in putting their views forward.
Cllr Taylor asked that the concerns raised with this application be emailed to him and he would investigate into this before advising on this.
At 7.27pm it was resolved to move back to agenda order
According to the Police.UK website one incident of Anti-social behaviour was reported in the parish during August 2023 and no incidence during September 2023.
6. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury Account before any payments are made is £7045.29.

It was proposed by Cllr Gurney, seconded by Cllr Kale and resolved that these payments should be made.
c. Set budget for 2024/2025 precept
A budget for the forthcoming 2024/2025 financial year was circulated to the Parish Councillors which was evaluated and deliberated. It was proposed by Cllr Kale, seconded by Cllr Gurney and resolved with Cllr Elliott abstaining for the precept to be £3150.
7. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
This item was discussed earlier in the meeting.
b. Report on any information received regarding Planning Applications
Full Planning permission has been granted for the extension to existing dwelling to form an orangery – Jonleigh House, Fenside Road, Toynton St Peter

There were no matters discussed.

11. ANY OTHER MATTERS FOR DISCUSSION ONLY
The following matters were discussed:
• The fire safety door in the Village Hall constantly blocked
• Fly tipping of Tyres on Halton Road
• Burning of tyres at the Garage/Waste Transfer Centre
12. DATE OF NEXT MEETING
The dates for the 2024 meetings were agreed with the next meeting being scheduled as Thursday 21st March 2024
