Minutes of the Annual Toynton St Peter Parish Council Meeting held on Thursday 18th May 2023 commencing at 7.20pm at Toynton Village Hall, Eastville Road, Toynton St Peter

Before the meeting commenced the clerk informed that she had received all the Declaration of Office of Acceptance following the May 2023 Election and were witnessed as the Proper Officer.

1.    TO ELECT A CHAIRMAN FOR THE FORTHCOMING YEAR 
It was proposed and resolved that Cllr Deborah Gurney should be the Chairman for Toynton St Peter Parish Council for the forthcoming year.

2.    TO RECEIVE THE DECLARATION OF ACCEPTANCE OF OFFICE OF CHAIRMAN TO TOYNTON ST PETER PARISH COUNCIL 2023/2024
Cllr Gurney signed the Declaration of Acceptance of Office as Chairperson of Toynton St Peter 
Parish  Council for 2023/2024 which was witnessed and signed by the Proper Officer, S Knowles.

3.    TO ELECT A VICE-CHAIRMAN FOR THE FORTHCOMING YEAR
It was proposed and resolved that Cllr Alan Elliott should be the Vice-Chairman for Toynton St Peter Parish Council for the forthcoming year.

4.    PUBLIC FORUM
There was one member of the public present but no questions were asked or short statements made during the time allocated.

5.    REPORT FROM ANY OUTSIDE BODIES
Both ELDC Cllr Taylor and LCC Cllr Bowkett gave their reports during the Annual Parish Meeting which was held previously to the Annual Parish Council Meeting as they were unable to stay due to having to attend other meetings that evening.

The was no information to report  from the Police.UK website.

6.    TO CONSIDER ANY APPLICATION FOR CO-OPTION TO VACANCIES OF PARISH COUNCILLOR
One application ad been received from Beryl Kale.  After discussion it was resolved to co-opt the application onto the Parish Council of which the Declaration of Office of Acceptance was signed and witnessed by the Proper Officer, S Knowles.

7.    REMARKS BY CHAIRMAN
Cllr Gurney welcomed everyone to the meeting.


8.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillor were in attendance.

9.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received

10.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 20th APRIL 2023 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Elliott, seconded by Cllr Gurney, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

11.    ANNUAL GOVERNANCE AND ACCOUNTABILITY RETURN (AGAR) 2022/2023
The accounts for the financial year 2022/23 have been completed and reviewed by the Internal Auditor who reports that all this year’s accounts are satisfactory and in line with the guidance and regulations.
a.    To approve the Annual Governance Statement (Section 1 of the Annual Governance and Accountability Return (AGAR) for financial year 2022/2023 and authorise signing by Chairman and Responsible Financial Officer
This section was reviewed, assessed, proposed by Cllr Elliott, seconded by Cllr Gurney, resolved and signed.

b.    To approve the Accounting Statement (Section 2 of the AGAR) for financial year 2022/2023 and authorise signing by the Chairman and Parish Clerk
This section was reviewed, assessed, proposed Cllr Elliott, seconded by Cllr Gurney, resolved and signed.

c.    To approve the Certificate of Exemption (of AGAR Form 2) for financial year 2022/2023 and authorise signing by Chairman and Responsible Financial Officer
This section was reviewed, assessed, proposed by Cllr Elliott, seconded by Cllr Gurney, resolved and signed.

12.    TO APPROVE RENEWAL OF PARISH COUNCIL INSURANCE
The Parish Council insurance is due for renewal on the 1st June 2023. A quote had been received from Zurich Municipal for £182.72 and increase of £5.85 from the previous year.  After deliberation it was proposed by Cllr Elliott, seconded by Cllr Gurney and resolved to renew the Parish Council insurance with Zurich.

13.    FINANCIAL MATTERS
a.    Financial Report

On receipt of the precept payment the balance of the Treasury Account before any payments are made is £8231.03.

It was proposed by Cllr Gurney, seconded by Cllr Elliott and resolved that these payments should be made.

a.    Discuss all planning applications currently being reviewed for consultation

Since the last meeting no planning applications have been received.

b.    Report on any information received regarding Planning Applications
There was no information relating to Planning applications to report.

c.    Enforcement order  EC/186/00443/22 – Forge Barn, Eastville Road, Toynton St Peter – report on any update information
No update information has been received.

15.    HIGHWAYS
There was no information to report.

16.    PARISH MATTERS
Letters received from the Toynton PCC were read to the Parish Council detailing the future ongoings of the St Peter’s Church since the diocese decision to close it.

17.    CORRESPONDENCE

There were no other matters discussed.

15.    DATE OF NEXT MEETING
The date of the next Toynton St Peter Parish Council meeting as previously scheduled will be on Thursday 20th July 2023.
