Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 21st September 2023 commencing at 7pm at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.

1.    REMARKS BY CHAIRMAN
Cllr Elliott welcomed everyone to the meeting.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Gurney had forwarded her apologies for absence of which the Parish Councillors were aware of the reason for not attending of which it was resolved to accept this explanation.

3.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 20th JULY 2023 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Kale, seconded by Cllr Elliott, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.    OUTSIDE BODIES REPORT
LCC Cllr Bowkett sent her apologies as she is away at the time of the meeting and therefore forwarded the following report for the Parish Council’s information.
•    LCC are highlighting the issues of high blood pressure and the importance of getting blood pressure checked regularly, which lowers the risk of stroke and heart attack. Many local pharmacies offer the service along with your GP in Annual Health checks, or they can be purchased very cheaply so they can be do at home.
•    Lincolnshire businesses and young people will be further educated on the dangers of flavoured single use vapes. This comes after a new report shows there's still an uptake in the number of young people vaping, despite long term risks not being known. The Government are considering the issue at present.
•    Winter Covid preparations are being made, Covid 19 continues to be a challenge. The county continues to build vaccine immunity for vulnerable groups and the over 65s. You should be contacted by your surgery if you are eligible for the vaccine. Some surgeries are doing both flu and Covid at the same time.
•    LCC have confirmed that no Local Authority school in Lincolnshire are affected by faulty concrete.
•    County Council agreed last week to give highways a further £10 million pounds from underspends in other areas to be able to do further works on the county’s rural roads, this makes a total of £17 million on top of the original budget.

ELDC Cllr Taylor informed that he would be at the meeting but did not attend.

The Police.uk website had no updated information.

6.    FINANCIAL MATTERS

It was proposed by Cllr Dowling, seconded by Cllr Kale and resolved that these payments should be made.

7.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

Since the last meeting no planning applications have been received to be reviewed though an application for Jonleigh is on the Planning website, therefore waiting for consultation to review application.

b.    Report on any information received regarding Planning Applications
No information has been received relating to any Planning Applications.

c.    Enforcement order  EC/186/00443/22 – Forge Barn, Eastville Road, Toynton St Peter
According to the Enforcement Department at ELDC, the owners have now applied to regularise the breaches as per S/186/01611/23, that are currently invalid, therefore awaiting further information.

8.    HIGHWAYS
Main concerns are the major pothole near Maple Farm that has been there now for several years and the road markings that were not replaced when road surface was done.

9.    PARISH MATTERS
There were no matters discussed.
