Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 20th April 2023 commencing at 7pm at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.

Cllr T Taylor asked to speak during the public forum as he had another meeting to also attend.  He reported that due to purdah there was not much actually to relay.  Other than due to being uncontested in the nominations for May 2023 he will automatically remain as District Councillor until the next election in 2027.

Cllr Elliott conveyed that there is concern relating to railings down Hundleby Road, Splisby of which Cllr Bowkett said she would investigate.  Also, outside Forge Barn, 2ft of fresh soil has been placed on the verge side which prevent vehicles moving to the side of the road when there are any oncoming vehicles.

Cllr Gurney apologised for being late and welcomed all to the meeting.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Kale had forwarded her apologies for absence of which the Parish Councillors were aware of the reason for not attending of which it was resolved to accept this explanation.

3.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 16th NOVEMBER 2022 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Elliott, seconded by Cllr Gurney, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.    OUTSIDE BODIES REPORT
    LCC Cllr Bowkett reported the following:
•    The next waive of Covid vaccines for the over 75s and those will weaken immune systems will be commencing shortly.
•    You will need to use a card now to pay at Coastal Car Parks
•    Over 21,000 notifications on Fix My Street have been reported.

It was reported that the verge on Fenside Road has a large hole and is constantly filled with water.  There has been an issue with this area for some time and though reported on several occasions it has to date not been rectified.

As per the Police.UK website:
During September 2022 and January 2023 there were no incidents reported in the Parish

During February 2023 one incident of other theft was reported on or near to Halton Road – Investigation complete, no suspect identified

It was proposed by Cllr Gurney, seconded by Cllr Elliott and resolved that these payments should be made.

7.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

There are no planning applications currently being reviewed.

b.    Report on any information received regarding Planning Applications
i.    Approval has been granted for a Section 73 application in relation to condition no. 7 as imposed on planning permission reference no. S/186/01494/16 which was to change of use of existing granny annex into a holiday cottage – Holland House, Ings Lane, Toynton St Peter
ii.    Planning Application has been refused in relation to construction of a garden wall 2.4m in height – Jonleigh House, Fenside Road, Toynton St Peter

c.    Enforcement order  EC/186/00443/22 – Forge Barn, Eastville Road, Toynton St Peter
Correspondence relating to this matter was received back in March, with no update information prior to this meeting.

8.    HIGHWAYS
Correspondence has been received from Pride in East Lindsey relating to works that could be done in the area to help benefit the community.

It was reported that the Dog Bin is overflowing in Braygate Lane.

9.    PARISH MATTERS
There were no matters discussed.

10.    CORRESPONDENCE
No relevant correspondence to the Parish has been received.

11.    ANY OTHER MATTERS FOR DISCUSSION ONLY
There were no other matters discussed.
    
12.    DATE OF NEXT MEETING
Following the Parish Council Elections on Thursday 4th May 2023 the next Toynton St Peter Parish Council meeting will be on Thursday 18th May 2023 which will immediately follow on from the Annual Parish Meeting.
