Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 30th September 2021 commencing at 7pm at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.
1. REMARKS BY CHAIRMAN
Cllr Kale welcomed all for attending the Parish Council meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillor were in attendance.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received
4. NOTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY 22nd JULY 2021 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Elliott, seconded by Cllr Kale, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
5. OUTSIDE BODIES REPORT
LCC Cllr Bowkett reported the following:
• As of 1st September 2022, you do not have to book a slot at our recycling centres for any vehicle. However, you must still register for a free permit to bring some vehicles.
• Lincolnshire Trading Standards is encouraging businesses to prepare for upcoming allergen labelling changes. On 1 October 2021 the law on allergen labelling for prepacked for direct sale (PPDS) foods will change. This means that any food business selling prepacked foods for direct sale will have to include full ingredients on the product label with allergenic ingredients emphasised within that list.
• From 4th September 2022 Lincolnshire Archives will be re-opening to the public on a Saturday, initially once a month, is in addition to the existing weekday openings from Tuesday to Thursday, offering access to pre-ordered original documents, together with other resources available within the search room. This Visitors will need to book to visit the search room at least a week in advance.
• A new project is working to ensure that autistic people in the county get the support they need to lead fulfilling and rewarding lives. The Lincolnshire Autism Partnership Board is asking autistic people, their families and carers for their views on how to ensure the county is a place that respects all autistic people and offers them the right support at the right time. The feedback will be used to shape Lincolnshire's new five-year All Age Autism Strategy and action plan, ensuring it addresses the concerns that are most important to autistic people and their families.
Prior to this meeting no apologies have been received from ELDC Cllr Swanson.
As per the Police.uk website the no incidences were recorded up to the end of July 2021.
The following questions/queries were raised with Cllr Bowkett:
• The severe dip near to Maple Farm is still in need of rectifying four years on. It was agreed at the Village Walk meeting in 2019 that this was dangerous and need sorting asap.
• Sign at New Lane, Fenside end is totally off its hinges
• Was there an update on moving the Village Sign to its correct position?
• If a bull is in a field, does a sign need to be displayed? The answer was no.
6. FINANCIAL MATTERS

It was proposed by Cllr Kale, seconded by Cllr Elliott and resolved that these payments should be made.
7. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
One planning application has been since the last meeting which has been circulated among the planning forum for their observations – Extension and alterations to existing dwelling to provide additional living accommodation to first floor – Blyton Garth, Eastville Road, Toynton St Peter. There were no objections to this application.
b. Report on any information received regarding Planning Applications
Planning permission has been granted for the erection of a detached garage/workshop for domestic use – Toucan, Eastville Road, Toynton St Peter
8. HIGHWAYS
There were no additional highway issues to report.
9. PARISH MATTERS
a. Noticeboard
After discussion on quotes received, it was decided to purchase two large Stormguard post mounted noticeboards to replace the existing two currently in the village.
b. St Peter’s Churchyard
Pipes are being laid by adjoining property along the public footpath and are possible disturbing the graves.
It was also discussed that the churchyard could do with a general tidy up. There was a thought that the adjoining property may have a covenant to aid with the maintenance of the church yard. The clerk was asked to see if she could find out this information. Additionally, to ask if Probation Service Community Scheme would be able to aid with this.

11. ANY OTHER MATTERS FOR DISCUSSION ONLY
The following matters were discussed:
• The verge opposite The Forge was recently cut but only by 35””.
• A complaint had been received about the dyke along the back of the Village Hall is being blocked. Cllr Kale said she will contact Witham Fourth about this matter.
12. DATE OF NEXT MEETING
The date of the next Toynton St Peter Parish Council meeting as previously scheduled will be on Thursday 18th November 2021.
