Minutes of the Annual Toynton St Peter Parish Council Meeting held on Thursday 27th May 2021 commencing at 7.15pm at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.
1. ELECTION OF CHAIRMAN FOR THE FORTHCOMING YEAR – INCLUDING SIGNING OF THE DECLARATION
It was proposed by Cllr Gurney, seconded by Cllr Kearn and resolved that Cllr Beryl Kale should be the Chairman for Toynton St Peter Parish Council for the forthcoming year.
2. ELECTION OF VICE-CHAIRMAN FOR THE FORTHCOMING YEAR
It was proposed by Cllr Kale, seconded by Cllr Elliott and resolved that Cllr Deborah Gurney should be the Vice-Chairman for Toynton St Peter Parish Council for the forthcoming year.
3. REMARKS BY CHAIRMAN
Cllr Kale relayed the passing of Parish Councillor Marian Dowling and that she would be sadly missed by all.
4. APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillor were in attendance.
5. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received
6. NOTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY 24th MARCH 2021 TO BE APPROVED AS THE MINUTES
After an amendment it was proposed by Cllr Elliott, seconded by Cllr Kale, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
7. OUTSIDE BODIES REPORT
ELDC Cllr J Swanson reported the following:
• Following the Annual ELDC Meeting in May 2021 he has remained on the Planning Comminttee.
• There is a lot being done between the strategic alliance of ELDC with Boston Borough Council and South Holland District Council but nothing currently associated directly with Toynton St Peter.
• Work has started on the development of a new Further Education College and Public Sector Hub on Horncastle's Mareham Road. The development will see a new education facility, operated by Boston College, built alongside a Public Sector Hub that will be home to East Lindsey District Council and partner organisations.
The following queries were raised with LCC Cllr W Burkett:
• The serious dip in Eastville Road when is this going to be rectified?
• The pothole in the centre of the junction leading onto the A16 is still there. This is constantly being reported on Fix my Street and though does get filled it is not too long before the hole is there again and the process needs repeating.
• A Flooding Consultation done back in 2017/18 no report has been received back to date.
• There is a swarm of Bees in the Council Houses which are not being sorted.
Cllr Burkett said she will contact the Housing Association directly to get this rectified.
• The Toynton St Peter Village sign is currently in the wrong location this should be moved.
As per the Police.uk website the following incidences were recorded up to the end of April 2021:
February 2021
1 x Vehicle crime was reported on or near to Church Lane – Investigation complete, no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
March 2021
1 x Violence and sexual offence were reported on or near to Church Lane – Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
April 2021
3 x Violence and sexual offence were reported on or near to Church Lane – Still under investigation
1 x Anti-social Behaviour on or near to Fenside Road – No information is provided for ASBs
8. AUDIT OF ACCOUNTS FOR 2020/21 FINANCIAL YEAR
a. Resolution of Section 1 – Annual Governance statement
This section was reviewed, assessed, proposed by Cllr Kale, seconded by Cllr Elliott, resolved and signed.
b. Resolution of Section 2 – Accounting statement
This section was reviewed, assessed, proposed by Cllr Elliott, seconded by Cllr Kale, resolved and signed.
c. Resolution of Certificate of Exemption
This section was reviewed, assessed, proposed by Cllr Kale, seconded by Cllr Elliott, resolved and signed.
9. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury Account after being credited with this year’s Precept and before any payments are made is £9103.76.

It was proposed by Cllr Kale, seconded by Cllr Elliott and resolved that these payments should be made.
10. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
Since the last meeting, the Planning Forum have consulted on the planning application in relation to The Hollies, New Lane, Toynton St Peter which has since been decided by ELDC Planning Committee.
b. Report on any information received regarding Planning Applications
Full Planning permission has been granted to the following:
• Erection of 1 no. detached house to include the change of use of existing industrial workshop to a single garage – Smithys Yard, Eastville Road, Toynton St Peter
• Extension to existing house to provide a garden room and kitchen on the site of an existing glasshouse which is to be removed – The Hollies, New Lane, Toynton St Peter
11. HIGHWAYS
Issues relating to Highways was discussed earlier in the meeting with LCC Cllr Bowkett.
12. PARISH MATTERS
a. Noticeboard
This item was deferred until the next meeting.
b. Relocation of Village Sign
This matter was discussed earlier in the meeting with LCC Cllr Bowkett.
