Minutes of the Toynton St Peter Parish Council Meeting held remotely on Wednesday 27th January 2021 commencing at 5.15 pm

PUBLIC FORUM

There were no members of the public present to ask any questions or make short statements during the time allocated.

1. REMARKS BY CHAIRMAN

Cllr Kale welcomed all for attending this meeting.

2. APOLOGIES FOR ABSENCE AND REASONS GIVEN

No apologies for absence were received.

3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS

Cllr Elliott declared an interest in Item 7a on the agenda

4. NOTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY 2nd DECEMBER 2020 TO BE APPROVED AS THE MINUTES

It was proposed by Cllr Kale, seconded by Cllr M Dowling, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5. OUTSIDE BODIES REPORT

Previous to the meeting ELDC Cllr Swanson had sent reports on Economic Recovery, How to get vaccinated and a reminder to sign up for green waste which had been circulated to the Parish Councillors.  Though in attendance he was there for observation unless the Parish Council had any queries he could respond to.

LCC Cllr Bowkett sent her apologies due to having to attend an ELDC Executive Board meeting, however, she had forwarded a report which was read for the Parish Councillors with the following information.

  • Finally, 2021 is here, 2020 was a long tough year for everyone, especially for those living alone and being isolated for most of the year, and unfortunately, 2021 has found us in the same position, the message of staying at home and keeping safe must be followed.
  • The Covid Vaccine for the Toynton area is Spilsby Franklin Hall. Residents will be contacted with a date to attend and anyone unable to attend due to being housebound will still be able to have a vaccination with the new vaccines that are being made available but will take a little longer.  Every adult will be offered the vaccine during 2021 and hopefully as many as possible will take the offer up. 
  • Please remember to call 111 if you have an urgent medical problem, they will offer you advice on where to get treated safely and effectively, not forgetting if it is life threatening then call 999
  • Parents who have paid for school transport will be offered a 40% refund.
  • Test and trace support payments are still available to support residents and their families if they have to isolate
  • As per the Police.uk website, no incidences were recorded up to the end of November 2020.

It was proposed by Cllr Kale, seconded by Cllr M Dowling and resolved that these payments should be made.

7. PLANNING

a. Discuss all planning applications currently being reviewed for consultation

One planning application had been received that has been circulated among the Planning Forum for the erection of a 1 no. detached house to include the change of use of existing workshop to a single garage – Smithys Yard, Eastville Road, Toynton St Peter for observations.

b. Discuss other planning matters

i. Village Boundary

After deliberation, it was decided to hold a meeting to discuss forwarding correspondence to ELDC.

c. Report on any information received regarding Planning Applications

Full planning permission has been approved for the erection of a detached house with an attached double garage and construction of a vehicular access – Land south of 96 Main Road, Toynton All Saints

No other information had been received since the last meeting in regard to planning applications.

8. HIGHWAYS

i. Road outside bungalows off Fenside Road leading to Braygate Lane

The road off Fenside Road leading to Braygate Lane is crumbling and in need of attention.  It was asked to report this of which Cllr M Dowling would forward on photographic evidence to support this matter

The additional Highway issues were reported:

  • The deep rut near to Maple Farm that had been reported to LCC Highways on several occasions is still in need of rectifying.  One incident has already occurred in the vicinity with the fear there would be a fatal one if not dealt with soon.
  • In Fenside Road opposite the bungalows water is coming off the land into a deep pothole and eroding verges causing, which is a hazard to all road users.

There were no other matters discussed.

11.          DATE OF NEXT MEETING

The date of the next Toynton St Peter Parish Council meeting as previously scheduled will be on Wednesday 24th March 2021. 

At 6 pm it was resolved to go into close session in order to discuss the following agenda item

12.          EMPLOYMENT MATTERS

 After deliberation, it was resolved that the clerk’s hourly rate should be increased.
