Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 22nd July 2021 commencing at 7pm at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.
1. REMARKS BY CHAIRMAN
Cllr Kale thanked all the Parish Councillors for attending the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillor were in attendance.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received
4. NOTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY 27th MAY 2021 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Elliott, seconded by Cllr Kearn, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
5. OUTSIDE BODIES REPORT
ELDC Cllr J Swanson reported the following:
• At the Full Council meeting on the 30th June 2021 the agenda item discussed was to extend the Strategic Alliance of ELDC and Boston Borough Council with South Holland District Council to form the South East Councils Partnership. After deliberation
the item was agreed in principle to extend the alliance.
• The building at Horncastle is ongoing with business still continuing to operate from Manby though with a majority of staff still working from home.
• The recent Planning Committee meeting was held in person with just the officers in attendance virtually.
LCC Cllr Bowkett sent her apologies and forwarded the report for the Parish Councils information:
• There is a £25,000 start up loan available for creative entrepreneurs
• Grants are available for sustainable funding in the Lincolnshire Wolds
• Greater Lincolnshire’s enterprise in food processing automation has been showcased to the world by the Department of International Trade.
• A new ‘litter picking kit’ hire scheme is shortly to be launched across Lincolnshire to help support communities to keep their areas clean. To reserve a kit, please call 01522 552222
• It is important to look after our mental health and wellbeing. The NHS Every Mind Matters campaign website has a special Covid-19 hub with comprehensive information on how to cope with a range of situations and issues. Topics covered include adjusting to coming out of lockdown, coping with financial issues, and managing working from home.
• The Wildlife Photographer of the Year exhibition is being had at The Collection Museum in Lincoln
As per the Police.uk website the following incidences were recorded up to the end of May 2021:
2 x Violence and sexual offence were reported on or near to Church - Still under investigation
6. FINANCIAL MATTERS
a. Financial Report
The balance of the Treasury Account after Direct Debit payment to ICO in association with the Data Protection fee of £35 and before any payments are made is £8482.50.

It was proposed by Cllr Kale, seconded by Cllr Elliott and resolved that these payments should be made.
7. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
One planning application has been received since the last meeting which has been circulated among the planning forum for their observations – Erection of a detached garage/workshop for domestic use – Toucan, Eastville Road, Toynton St Peter
After discussion the Parish Council’s views and observations was to object to this application.
b. Report on any information received regarding Planning Applications
There was no information relating to Planning applications to report.
8. HIGHWAYS
The following were raised as concern:
• The dip is still in need of being rectified.
• Fenside Road is a flood risk

11. ANY OTHER MATTERS FOR DISCUSSION ONLY
The following matters were discussed:
• Relocation of the Village Sign
• Large white bin bags filled with dog waste are being left near to the Dog bin near New Lane/Eastville Road
• The school bus parked outside property in Eastville Road is obstructing the view of residents who cannot see to pull off their own driveways
12. DATE OF NEXT MEETING
The date of the next Toynton St Peter Parish Council meeting as previously scheduled will be on Thursday 30th September 2021.
