Minutes of Toynton St Peter Parish Council Meeting remotely held on Wednesday 24th March 2021 commencing at 5.30pm

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.
1. REMARKS BY CHAIRMAN
Cllr Kale relayed the sad passing of former Parish Councillor Gillian Denniff on the 14th February 2021.
It was resolved to allow LCC Cllr Bowkett to convey her report as she had an extraordinary ELDC Executive Board Meeting to attend.
- From 8th March 2021 Household Waste Recycling Centres across the county will change, with residents being able to take recycling, garden and general waste on any opening day. Though in order to manage the number of people on site and to prevent queues the Click and Tip booking system will remain in place.
- Lincolnshire County Council and Lincolnshire Chamber of Commerce have joined together to create a Leadership and Wellbeing Hub to support local businesses. This is to enable them to access expert advice, resources and fully funded support sessions for those in support with issues regarding mental, physical and financial health during this difficult time.
- Various funding schemes are currently available. These can be accessed via www.lincolnshire.gov.uk/grants-funding
- The health and well being of residents of Lincolnshire is important when restrictions through lockdown at home have meant reduced opportunities for exercise. One You Lincolnshire has activities throughout the county trough Connect to Support via www.oneyoulincolnshire.org.uk
- In April 2020 Healthwatch Lincolnshire invited the public to tell LCC how the Covid-19 pandemic was affecting them, both in terms of accessing healthcare services and personally with their emotional and mental health needs. One year on, LCC are revisiting this work to ask how residents have adapted to new ways of accessing healthcare and whether they are excited for getting back to doing things they previously did before or re-evaluated their priorities and things that were once important, no longer are.
- £12m has been allocated out of reserves for rural roads and junction improvements.
- New laws are coming in the near future regarding pavement parking
The Parish Councillors queried the unsafe dip near to Maple Farm off Eastville Road and to when the road markings would be redone that were omitted when road surfacing was done.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillor were in attendance.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received
4. NOTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY 27th JANUARY 2021 TO BE APPROVED AS THE MINUTES
After an amendment it was proposed by Cllr Kale, seconded by Cllr M Dowling, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
5. OUTSIDE BODIES REPORTS
ELDC Cllr Swanson was thanked for the previous reports that he had forwarded to the clerk for the Parish Councillors information. There were:
- Council secure £2.2m to help reduce East Lindsey’s Carbon Footprint and help address fuel poverty. This is aimed at homeowners and landlords to make improvements to the energy efficiency of their properties.
- It has been announced that Skegness and Mablethorpe have secured a deal worth £48.4m from the Government’s Towns Fund Scheme.
- The Lincolnshire Wolds Outdoor Festival as been postponed until 2022.
- ELDC have approved their 2021/22 budget, which focusses on supporting the Districts economic recovery from the effects of the Covid-19 pandemic.
As per the Police.uk website the following incidences were recorded up to the end of January 2021:
December 2020
Five incidents of Violence and Sexual Offences were reported in or near to Church Lane. Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
No incidents were reported in January 2021.

It was proposed by Cllr Kale, seconded by Cllr M Dowling and resolved that these payments should be made.
7. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
No planning applications have been received since the last meeting.
b. Report on any information received regarding Planning Applications
There was no information regarding planning applications to report.
8. HIGHWAYS
In addition to the issues queried earlier with LCC Cllr Bowkett the following were reported:
- Re-occurring pothole at A16 junction
- Several large potholes along Braygate Lane and Fenside Road
9. PARISH MATTERS
a. Noticeboard
It was reported that the noticeboard near to junction of Fenside Road/Main Road/Eastville Road is unable to open. Additionally, the noticeboard within the centre of the village at Eastville Road is letting in water. The clerk was asked to obtain quotes for new ones.
b. Bench
Moss is growing on the bench and therefore unsuitable for use therefore needs rectifying.
