Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 26th September 2024 commencing at 7pm
at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.
1. REMARKS BY CHAIRMAN
Cllr Gurney welcomed everyone to the meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.
4. NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 18th JULY 2024 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Elliott, seconded by Cllr Kale, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
5. OUTSIDE BODIES REPORT
ELDC Cllr T Taylor reported the following:
• There will be Emergency Planning Training sessions for all district councillors to provide a better method of communication following the flooding.
• Ossian Offshore are looking at laying cables on the seabed from Scotland to a point to be determined with then exploring of coming inshore to have convertor stations in Alford and Holbeach.
LCC Cllr Bowkett sends her apologies and sent the following report which was circulated to the Parish Councillors.
• LCC took a motion to their full council, in reference to the Labour Governments decision to cut the winter fuel payment to around 170,000 Lincolnshire residents. It was resolved to bring a council led awareness campaign to local residents to alert those eligible for pension credit which would help access to the winter fuel payment. Request that the leader of the council write to the Chancellor of the Exchequer urging an urgent review of the decision to means test the winter fuel payment and asking the government to ensure vulnerable pensioners on low income are protected from fuel poverty.
• LCC have signed up to the National Trading Standards teams new scams charter “no blame no shame” the charter is to make sure the blame is placed on the criminal and that the victim does not feel shame about the situation which many do. The joint action with other agencies signing up is to try and stem the increase in fraud, scams and financial abuse. 75% of UK adults have been targeted by scams 35% losing money.
• LCC leader Cllr Martin Hill along with Cllr Colin Davies and officer, met with Norfolk,
Essex and Suffolk councils to discuss a collaborative approach to opposing the planned pylons. All agreed that everything must be done to try and stop them, a further meeting in the next few weeks will take place to agree next steps.
• Flu vaccinations to over 65s, pregnant women, and certain long-term condition will be
available from this month. Also, the C19 vaccine if eligible will be commencing from the beginning of September. If you are eligible, you will be contacted.
• Household support fund, the sixth round has just been announced taking the program up to April 2025 we are awaiting details how this is to be distributed.
• The 111 Mental Health support is now live, dial 111 and press option 2 this service is 24hrs and 7 days a week for all ages, it can be for you seeking help for a friend or family member. This will provide much quicker help in times of crisis. Your call will be
answered by a dedicated member of the mental health team.
• You will have read in the news concerning the Devolution deal for greater Lincolnshire which was announced by government, this will allow the three leaders of greater
Lincolnshire and Lincolnshire to form the Greater Lincolnshire Combined County Authority with a mayoral election scheduled for May 2025. This will strengthen local
decision making with the needs of our communities in mind which will give the best result for residents and businesses.

No incidents were reported during June 2024.
During July 2024, one incident Violence and Sexual Offence was reported on or near to Halton Road – Still under investigation

It was proposed by Cllr Gurney, seconded by Cllr Kale and resolved that these payments should be made.
7. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
The following planning applications have been received and circulated to the Planning Forum for their perusal and observations:
i) S/086/01190/24 – Consultation from Planning Inspectorate on the EIA scoping opinion regarding the DCO for the proposed Grimsby to Walpole Project
The Planning Forum’s response to this application has been already forwarded to ELDC Planning Department
ii) S/186/00898/24 – Erection of a stable block and manage for private use – Home Farm, Eastville Road, Toynton St Peter
The Planning Forum had perused this application and there were no objections to the application.
b. Report on any information received regarding Planning Applications
Planning Permission has been granted to planning application S/186/01611/23 – Erection of a bungalow, summer house and car port, creation of new vehicular access & siting of two temporary caravans for domestic storage purposes (work already commenced), as an amendment to that previously approved under planning permission S/186/00490/15 – Forge Barn, Eastville Road, Toynton St Peter.
Concerns were raised about the granting of this application.
It was relayed that there was an enforcement issue associated with a mobile home being residential without planning permission. An application was submitted a couple of years ago but was withdrawn and to date there is no known approval or application associated with this property.
8. HIGHWAYS
The 30mph speed limit reduction has been approved and relevant signs have been erected.
9. PARISH MATTERS
a. Land adjacent to The Square, Toynton All Saints (aka Sandpits)
Toynton All Saints Parish Council had raised their stipulations associated with the proposed rental of the Sandpits. On review of this the Councillors were not happy with their conditions that were raised. What was also uneasy about this was as the property was actually within their parish that they have not showed any willingness to look after this area and allowed for waste and tipping to continue at the site and not looked into or raised this with Toynton St Peter Parish Council as a disturbing matter.
b. Memorial/Donation in association with the late James Dowling
It was agreed that a memorial donation in association with the later Councillor James Dowling who had recently passed away to Cancer Research for £50.
