Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 18th July 2024 commencing at 7pm
at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were two councillors from Toynton All Saints Parish Council to review matters associated with Item 9a on the agenda. After deliberation, the councillors from Toynton All Saints Parish Council said they would take away the information away to discuss this with the other Toynton All Saints Parish Councillors. There were no other members of the public present to ask any questions or make short statements during the time allocated.

At 7.08pm it was agreed for ELDC Cllr Taylor to give his report. He relayed the following:
•    Station Leisure & Learning Centre, Mablethorpe set to open to the public
•    Digital Drop-in Session at Spilsby Library

1.    REMARKS BY CHAIRMAN
Cllr Gurney welcomed everyone to the meeting.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
James Dowling has forwarded his resignation and therefore will no longer be attending meetings as a Parish Councillor. All other Parish Councillors were in attendance.

3.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 23rd MAY 2024 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Elliott, seconded by Cllr Kale, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.    OUTSIDE BODIES REPORT
ELDC Cllr T Taylor gave his report earlier in the meeting.

LCC Cllr Bowkett sends her apologies and has no report to give due to being in purdah leading up to the beginning of the month.

According to the Police.UK website
During April 2024, one incident of other theft was reported on or near to Halton Road – Investigation complete, no suspect identified.

No incidents were reported during May 2024.

6.    FINANCIAL MATTERS
a.    Financial Report

Following Direct Debit payment for £35 to ICO in relation to Data Protection Annual Subscription payment, the balance of the Treasury Account before any payments are made is £8261.28.

It was proposed by Cllr Gurney, seconded by Cllr Elliott and resolved that these payments should be made.

7.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

Amendment planning application S/186/01611/23 – Erection of a bungalow, summer house and car port, creation of new vehicular access & siting of two temporary caravans for domestic storage purposes (work already commenced), as an amendment to that previously approved under planning permission S/186/00490/15 – Forge Barn, Eastville Road, Toynton St Peter has been circulated to the Planning Forum for their observations of which their views have been forwarded to the Planning Officer at ELDC.

b.    Report on any information received regarding Planning Applications
Full Planning Permission has been granted to S/186/00743/24 – Erection of a tractor store/garage with first floor office/storage – Sarnia, Eastville Road, Toynton St Peter.

A concern was raised about a reversed planning application that had a mobile home on the site which was clear was residential due to frequent deliveries being made from a supermarket chain to the site relating to that this was in breach.

There were no matters discussed.

9.    PARISH MATTERS
a.    Land adjacent to The Square, Toynton All Saints (aka Sandpits)

This agenda item was discussed previously in the meeting.

There were no other matters discussed.

The date of the next Parish Council meeting previously scheduled to be on Thursday 19th September 2024 with confirmation of availability will be now held on Thursday 26th September 2024
