Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 21st March 2024 commencing at 7pm at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.

1.    REMARKS BY CHAIRMAN
Cllr Gurney welcomed everyone to the meeting.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance.

3.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 23rd NOVEMBER 2023 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Kale, seconded by Cllr Elliott, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.    OUTSIDE BODIES REPORT
ELDC Cllr Taylor sent his apologies.

LCC Cllr Bowkett sent her apologies as she was at the Care Awards Ceremony in which she was presenting honours therefore forwarded the following report for the Parish Councillors information 
•    MP Matt Warman has held a second pylon meeting; this was well attended with residents voicing concern for the huge pylons National Grid are planning to go through our district.
Matt is working with his two colleagues, Victoria Atkins and John Hayes along with LCC and ELDC to object against the use of pylons and are campaigning along with many residents for them to go along the seabed, the consultation has now finished and we are awaiting to see what the next steps will be going forward to keep the campaign up.
•    Highways fixed 110,532 potholes in 2023 repaired 224 miles of roads, rebuilt 77 miles of footpath and cleaned 192,235 drains. For the coming year the plan is to fix 110,500 potholes, repair 290 miles of roads, rebuild 101 miles of footpaths and clean around 200,000 drains. We have added more than £19 million extra money to the highways budget, and Government have promised £253 million from the HS2 fund.
•    £4 million has been added to a flood fund to help with trying to alleviate surface water and drainage issues during storm conditions. There will be a further 4 jetters purchased to help with keeping drains clear, as well as a further 4 officers which will be a huge help in coordinating help to residents.

According to the Police.UK website no incidences were reported during the period of  October 2023 to January 2024.

It was proposed by Cllr Elliott, seconded by Cllr Kale and resolved that these payments should be made.

7.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

One planning application has been received since the last meeting which has been circulated to the Planning Forum for their observations - S/186/01611/23 - Change of use of existing agricultural land to form an extension to the existing domestic curtilage, erection of a timber summer house and car-port, alterations to approved dwelling and construction of new vehicular access, siting of two temporary caravans for domestic storage purposes (works already commenced) Forge Barn, Eastville Road, Toynton St Peter.
There were several concerns with this application which included the new driveway would be a danger if allowed in this location. A draft objection response was to be written up for circulation to be submitted in response.

b.    Report on any information received regarding Planning Applications
No planning application information has been received since the last meeting.

8.    HIGHWAYS
There were no matters discussed.

9.    PARISH MATTERS
There were concerns that the Fire Exit situated in the storeroom of the Village Hall was constantly blocked by various items which is troubling that if the hall had full capacity and there is only one emergency exit.

Cllr Kale relayed that the Church Warden to St Peter’s Church had contacted her to say that the Parish Council are responsible for the maintaining of the churchyard now that the church is closed and would be sending this information in writing of which to date no correspondence has been received.

She also informed that a resident was interested in leasing the sandpits in Toynton All Saints, therefore asked them to put this in writing as this would need to be discussed with joint owners Toynton All Saints Parish Council.

As previously scheduled the date of the next Parish Council meeting will be on Thursday 23rd May 2024 following the Toynton St Peter Annual Parish Meeting.
