Minutes of the Annual Toynton St Peter Parish Council Meeting held on Thursday 23rd May 2024 commencing at 7.15pm at Toynton Village Hall, Eastville Road, Toynton St Peter

1.    TO ELECT A CHAIRMAN FOR THE FORTHCOMING YEAR 
It was proposed by Cllr Kale, seconded by Cllr Elliott and resolved that Cllr Deborah Gurney should be the Chairman for Toynton St Peter Parish Council for the forthcoming year.

2.    TO RECEIVE THE DECLARATION OF ACCEPTANCE OF OFFICE OF CHAIRMAN TO TOYNTON ST PETER PARISH COUNCIL 2024/2025
Cllr Gurney signed the Declaration of Acceptance of Office as Chairperson of Toynton St Peter Parish Council for 2024/2025 which was witnessed and signed by the Proper Officer, S Knowles.

3.    TO ELECT A VICE-CHAIRMAN FOR THE FORTHCOMING YEAR
It was proposed by Cllr Kale, seconded by Cllr Gurney and resolved that Cllr Alan Elliott should be the Vice-Chairman for Toynton St Peter Parish Council for the forthcoming year.

4.    PUBLIC FORUM
There were no members of the public present to ask any questions or make a short statement during the time allocated.

5.    REPORT FROM ANY OUTSIDE BODIES
ELDC Cllr Taylor reported the following:
•    There is a crackdown of social housing tenancy fraud due to subletting properties in conjunction with all agencies.
•    Blue flags have been awarded to three of the county’s coastal areas

LCC Cllr Bowkett gave the following report:
•    The consultation for the speed limit on Eastville Road, Toynton St Peter is under consultation, I will update you as soon as I get the outcome.
•    The long-awaited footpath running from the school to Water Mill Lane, Toynton All Saints has been given permission by the Secretary of State to proceed. Notices will be posted and once the next stage has been concluded a date will be set for the works to commence. This has caused some concern with a few local residents, but it is the only option to keep children safe walking to school.
•    The B1195 Halton Road (Wainfleet Road ) Spilsby, has needed major works for a long time and has finally been put into the works programme for resurfacing.  The works will start from Simpson Street through to the Spinney, commencing on the 24th June through till the 3rd July. There will be a road closure and because this is such a busy route through Spilsby this will be done overnight between 8pm and 6am meaning the road can be reopened during the day. 
•    Highways fixed 110,532 potholes in 2023, repaired 224 miles of roads, rebuilt seventy-seven miles of footpath and cleaned 192,235 drains. County Council have added a further £19 million of extra money to the highways budget and Government have promised £253 million from the HS2 fund.
•    The heavy rain we endured during the winter unfortunately caused many more properties and land to flood. These were caused by a mix of river over topping and surface water flooding. In the past 18 months we have seen five ½ feet of rainfall which is an incredible amount, and still many fields are still sodden and will struggle to grow crops this year.
The section 19 reports are being processed for the last two storms in October and January and should be concluded by August, this will determine the causes of every property flooded in the county. The results will come to the flood scrutiny committee at the county council.
The County Council have committed a further £4 million to help in flood prevention around the county, this will ensure all drains are jetted regularly and kept clear, which will help in reducing surface flooding.
•    The Call Connect App is now available, you can now book your journey online and all for £2 for each journey, the £2 journey also applies to the service buses.
Lincolnshire County Council are looking at ways to further support and encourage bus travel in Lincolnshire we are gathering resident's views to help plan further improvements as part of the latest County Views survey. We want to know how often residents travel by bus, what would encourage you to use it more often, what they like and dislike. The county views survey can be completed on www.letstalk.lincolnshire.gov.uk/buses paper copies can be found in the County news which is delivered to you homes and can be returned via free post.

According to the Police.uk website no incidents were reported during the period of February and March 2024.

6.    TO CONSIDER ANY APPLICATION FOR CO-OPTION TO VACANCIES OF PARISH COUNCILLOR
There were no applications received for consideration.

7.    REMARKS BY CHAIRMAN
Cllr Gurney welcomed everyone to the meeting.

8.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillor were in attendance.

9.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations were received

10.    NOTES OF THE APRISH COUNCIL MEETING HELD ON TUESDAY 21st MARCH 2024 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Elliott, seconded by Cllr Dowling, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

11.    ANNUAL GOVERNANCE AND ACCOUNTABILITY RETURN (AGAR) 2023/2024
The accounts for the financial year 2023/24 have been completed and reviewed by the Internal Auditor who reports that all this year’s accounts are satisfactory and in line with the guidance and regulations.
a.    To approve the Annual Governance Statement (Section 1 of the Annual Governance and Accountability Return (AGAR) for financial year 2023/2024 and authorise signing by Chairman and Responsible Financial Officer
This section was reviewed, assessed, proposed by Cllr Gurney, seconded by Cllr Elliott, resolved and signed.

b.    To approve the Accounting Statement (Section 2 of the AGAR) for financial year 2023/2024 and authorise signing by the Chairman and Parish Clerk
This section was reviewed, assessed, proposed Cllr Elliott, seconded by Cllr Kale, resolved and signed.

c.    To approve the Certificate of Exemption (of AGAR Form 2) for financial year 2023/2024 and authorise signing by Chairman and Responsible Financial Officer
This section was reviewed, assessed, proposed by Cllr Elliott, seconded by Cllr Kale, resolved and signed.

12.    TO APPROVE RENEWAL OF PARISH COUNCIL INSURANCE
The Parish Council Insurance is due for renewal on 1st June 2024. This year Zurich Municipal have quoted £218.08 an increase of £35.36 from the previous year. After deliberation it was proposed by Cllr Gurney, seconded by Cllr Kale and resolved to renew the Parish Council insurance with Zurich.

N.B. Following correspondence with Zurich and the clerk who queried the steep increase the cost of the insurance was reduced to £200 an increase of £17.28 from the previous year.

13.    FINANCIAL MATTERS
a.    Financial Report

On receipt of this year’s precept of £3150, the balance of the Treasury Account before any payments are made is £8855.98.

It was proposed by Cllr Elliott, seconded by Cllr Kale and resolved that these payments should be made.

14.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

Planning application S/165/00287/24 -     Reserved Matters application relating to the erection of 600 dwellings, 3no. pumping stations, 2no. electricity sub-stations, provision of open space, landscaping, infrastructure, attenuation ponds and construction of vehicular accesses, (outline planning permission ref no. S/165/2238/20 for the erection of up to 600 dwellings and a medical centre with provision of associated open space, landscaping and infrastructure, estate roads and cycle ways, granted 9th May, 2022) – Land at Halton Road and Ashby Road, Spilsby was brought to the Parish Council’s attention by ELDC Cllr Taylor for their perusal and observations.

One additional planning application has been received for the Planning Forums perusal and observations - S/186/00743/24 - Erection of a tractor store/garage with first floor office/storage – Sarnia, Eastville Road, Toynton St Peter

b.    Report on any information received regarding Planning Applications
There was no information relating to Planning applications to report.

15.    HIGHWAYS
The Parish Council have received a consultation in relation to proposed 30mph speed limit along Eastville Road, Toynton St Peter for the perusal and observations. After discussion there were no objections to this proposal.

16.    PARISH MATTERS
a.    Correspondence received in relation to leasing land adjacent to The Square,Toynton All Saints (aka Sandpits)  
 
A letter has been received in regard to leasing land adjacent to The Square, Toynton All Saints of which a copy has also been sent to the Chairman of Toynton All Saints Parish Council for consideration.

Following discussion, the Councillors thought that this would be a good idea but this would need to be conferred with the other owner of the property Toynton All Saints Parish Council.
