Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 16th November 2022 commencing at 7pm at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.

1.    REMARKS BY CHAIRMAN
Cllr Kale welcomed all to the meeting.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Dowling had forwarded his apologies for absence of which the Parish Councillors were aware of the reason for not attending of which it was resolved to accept this explanation.

3.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations of interest were received.

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 21st JULY 2022 TO BE APPROVED AS THE MINUTES
    It was proposed by Cllr Kale, seconded by Cllr Elliott, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.    OUTSIDE BODIES REPORT
ELDC Cllr Taylor forwarded his apologies as he had to attend another meeting to attend.  Therefore, sent information relating to Council Tax Support which was circulated to the Parish Councillors.

LCC Cllr Bowkett forwarded her apologies as she had another meeting to attend though did send the following report which was circulated to the Parish Councillors:
•    Hospitals are still under great pressure, especially A and E as well as the  ambulance service. Therefore, please remember if it is not life threatening to call 111 were advice will be given.
•    County Council have procured 60 intermediate beds for 16 weeks to allow residents to be moved out of hospital for reablement, freeing up much needed beds. 
•    Lincolnshire councils alongside groups like the Integrated care board , Heath and care providers, faith and community groups and charities and local businesses have come together to help support residents as we enter the winter months.
•    The partnership has set up a task force to review the potential impacts caused by the cost of living and to harness efforts across all partners to help in supporting where possible.
•    The County Council have set up a cost-of-living support page high-lighting the range of support available including the Household support fund, food programmes, help with childcare costs and financial support for carers. •    Connect to support Lincolnshire is an online information and advice library for adults and has some useful numbers and links and is being updated all the time - Connect to Support Lincolnshire | Lincolnshire

As per the Police.uk website:
During June and July 2022 there were no incidents reported within the parish.

During August 2022, one incident of Violence and Sexual Offence was reported on or near to New Lane still - under investigation

6.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting one payment of £225.33 associated with the clerk’s salary has been paid. Therefore, the balance of the Treasury account before any payments are made is £6736.57.

It was proposed by Cllr Kale, seconded by Cllr Gurney and resolved that these payments should be made.

c.    To set budget for 2023/2024 precept
A financial plan was circulated among the Parish Councils with a prediction of the budget for 2023/2024 precept.  After deliberation it was put to the vote of which the majority selected increasing it to £2950 of which it was hereby resolved to be set at this amount.

7.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

One planning application had been received since the last meeting:
S/186/02103/22 – Section 73 application in relation to condition no. 3 (occupancy) as imposed on planning permission reference S/186/1494/16 which was for change of use of existing granny annex into a holiday cottage
After deliberation it was resolved that there were no objections.

b.    Report on any information received regarding Planning Applications
No other information has been received.

c.    Enforcement order  EC/186/00443/22 – Forge Barn, Eastville Road, Toynton St Peter
    This matter was discussed, and a request was made for an update on the issue.

8.    HIGHWAYS
The clerk was asked to obtain an update in relation to the request for the  current 40mph limit to be decreased to 30mph to be consistent along Eastville Road.

With the recent heavy rain there has been severe flooding issue near Braygate Lane/Fenside Road which is dangerous as the water has nowhere to go.  Area needs assessing to determine the actual reason behind this occurrence so that it can be rectified.

9.    PARISH MATTERS
There were no matters discussed.

11.    ANY OTHER MATTERS FOR DISCUSSION ONLY
There were no other matters discussed.
    
12.    DATE OF NEXT MEETING
 A calendar of recommended dates was circulated to the Parish Councils of which these were agreed.  Therefore, the date of the next Toynton St Peter Parish Council meeting will be on Thursday 23rd March 2023.

At 7.44pm it was resolved to go into close session in order for the next agenda item to be discussed

13.    EMPLOYMENT MATTERS
 It was relayed that the clerk’s hourly rate has not been reviewed since January 2021.  After discussion it was resolved to increase the hourly rate to £15ph.  In addition, it was also decided to pay a £50 bonus to the clerk in recognition for her work.

There being no further business the meeting finished at 7.56pm
