Minutes of the Toynton St Peter Parish Council Meeting held on Wednesday 12th January 2022 commencing at 7pm at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.

1.    REMARKS BY CHAIRMAN
Cllr Kale welcomed all for attending the Parish Council meeting and relayed the sad passing of District Councillor Jim Swanson.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillor were in attendance.

3.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations were received

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY 30th SEPTEMBER 2021 TO BE APPROVED AS THE MINUTES
    After an amendment, it was proposed by Cllr Elliott, seconded by Cllr Dowling, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.    OUTSIDE BODIES REPORT
    LCC Cllr Bowkett sent her apologies and forwarded the following report:
•    Up to the beginning of January 2022, 84 cases of Covid across the three health settings in Lincolnshire, with no one in intensive care, of which 25% have not been vaccinated. The spread of the Omicron virus is still high amongst all ages and urge all to be careful the forthcoming weeks.
•    LCC are asking for support to the Fix our fund fix our roads campaign to the government urging that they give the £12m to the resources that they deducted this current financial year to the new one.

There is currently no official ELDC representation due to the sad passing of ELDC Cllr Swanson, however Cllr Bowkett has agreed to help the Parish Council if required prior to new councillor being elected.

As per the Police.uk website there were no incidents reported in this area during the period of August to November 2021. 

6.    FINANCIAL MATTERS
a.    Financial Report
    Since the last meeting one payment has been made for £225.35 in respect to the Clerk’s Salary of which thereby the balance of the Treasury Account before any payments are made is £7585.51.

It was proposed by Cllr Elliott, seconded by Cllr Gurney and resolved that these payments should be made.

c.    To set precept for 2022/2023 Financial Year
After evaluating the budget and following deliberation it was proposed by Cllr Elliott, seconded by Cllr Kale and resolved to set the precept at £2900.

d.    Grant application from Toynton Village Hall
This was deliberated and decided to defer this item to the next meeting once additional information was received.

7.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

One planning application has been received which is being reviewed by the Planning Forum - S/186/02563/21 – Extension to existing dwelling to provide enlarge living accommodation – Jonleigh House, Fenside Road, Toynton St Peter

b.    Report on any information received regarding Planning Applications
Planning application S/186/02211/21 was received in respect to Section 73 application in relation to condition no 2 (approved plans), condition no 3 (written works scheme), condition no 7 ( materials) and condition no 8 (landscaping) previously imposed on plan permission S/186/0007/21 for the erection of 1 no detached house to include the change of use of existing industrial workshop to a single garage – Lavender House, Smithys Yard, Eastville Road, Toynton St Peter, of which approval has been granted.

Planning application has been approved in regard to S/0186/01638/21 – Extension and alterations to existing dwelling to provide additional living accommodation to first floor – Blyton Garth, Eastville Road, Toynton St Peter

8.    HIGHWAYS
Notification has been received from LCC Highways regarding temporary traffic restrictions on 13th January 2022 at Eastville Road between Church Lane and 80m west in association with pole maintenance works.

9.    PARISH MATTERS
a.    Noticeboard - update

After discussion with Noticeboard Company Cumbria the clerk managed to negotiate a 10% discount. Though have agreed an additional 3.5% discount if pay for items in full pre delivery (Total discount £226). The only other matter to be decided was how the header should look. After deliberation it was agreed to go ahead and purchase the noticeboards of which a cheque 000266 was raised to obtain the discount price of £1747.20.

    Other Parish matters discussed:
Following request from last meeting into seeing if there are any covenants attached to the adjoining properties of St Peter’s Church, after doing a Land Registry search on both the house and land the findings resulted in there being no covenant associated with either.

There were no other matters discussed.

12.    DATE OF NEXT MEETING
    The date of the next Toynton St Peter Parish Council meeting as previously scheduled will be on Thursday 24th March 2022.
