Minutes of the Toynton St Peter Parish Council Meeting held on Thursday 21st July 2022 commencing at 7pm at Toynton Village Hall, Eastville Road, Toynton St Peter

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.

1.    REMARKS BY CHAIRMAN
Cllr Kale welcomed all to the meeting.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillor were in attendance.

3.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllr Elliott declared an interest in Item 6b on the agenda.

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 19th MAY 2022 TO BE APPROVED AS THE MINUTES
Following an amendment, it was proposed by Cllr Elliott, seconded by Cllr Kale, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.    OUTSIDE BODIES REPORT
No apologies or report had been received from LCC Cllr Bowkett.

ELDC Cllr T Taylor reported the following:
•    The Energy Rebate should be paid to everyone by November 2022.
•    There will be a new bin with a purple top for recycling card and paper only being delivered to residents from August for collection to begin later that month early September.  Additionally, glass can now be put in the recycle bin for collection.
•    The recycling centre at Kirkby on Bain opened of the 8th July 2022.
•    Street Lighting is going to be changed in the way it is to be maintained.

Cllr Elliott informed ELDC Cllr Taylor about the water running along Fenside Road that has been an ongoing issue and concern for several years.

As per the Police.uk website:
During April 2022 one incident of Vehicle Crime was reported on or near to Fen Road – Still under investigation

During May 2022 two incidents were reported
1 x Other Theft on or near to Church Lane – Investigation complete, no suspect identified
1 x Violence and Sexual Offence on or near to Fenside – Still under investigation

6.    FINANCIAL MATTERS

It was proposed by Cllr Kale, seconded by Cllr Gurney and resolved that these payments should be made.

7.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

Prior to this meeting no planning applications have been received.

b.    Report on any information received regarding Planning Applications
Full planning permission has been granted for the extension to existing dwelling – Greencroft, Chapel Lane, Toynton St Peter

8.    HIGHWAYS
a.    Community Speed Watch

It was decided that a demonstration from Lincolnshire Road Safety Partnership at a future Parish Council meeting would be a good idea to see what this involves and to invite Toynton All Saints Parish Council also.

Cllr Kale informed that a warning Horse sign needs to be erected at Eastville Road/Halton Road.

The clerk informed the Parish Council that the speed limit will be assessed in Eastville Road in relation to the request for the  current 40mph limit to be decreased to 30mph to be consistent.

9.    PARISH MATTERS
It was relayed that the field behind the residents of The Village, Eastville Road is overgrown with suspected ragweed and needs addressing.

There were no other matters discussed.
    
12.    DATE OF NEXT MEETING
The date of the next Toynton St Peter Parish Council meeting as previously scheduled will be on Thursday 22nd September 2022.
