Minutes of the Toynton St Peter Parish Council Meeting held on Wednesday 24th March 2022 commencing at 7pm at Toynton Village Hall, Eastville Road, Toynton St Peter

There were no members of the public present to ask any questions or make short statements during the time allocated.
1. REMARKS BY CHAIRMAN
Cllr Kale welcomed all for attending the Parish Council meeting.
2. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Prior to this summary, no apologies have been received from Cllr Dowling.
3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS

4. NOTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY 12th JANUARY 2022 TO BE APPROVED AS THE MINUTES
After an amendment, it was proposed by Cllr Elliott, seconded by Cllr Kale, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
5. OUTSIDE BODIES REPORT
Newly elected ELDC Cllr Taylor sent his apologies as he has another commitment this evening but would like to arrange a meeting to discuss any concerns as well as how we can work best together.
LCC Cllr Bowkett has sent her apologies as she was attending the Care Awards for Lincolnshire, therefore she has forwarded the following report for the Parish Councils information.
• Despite an increase in Government funding the Council have had to revise the budget proposal for 2022/23 as they still face a £22m shortfall over the next three financial years. They understand that this is going to be a difficult time for families but need to maintain the frontline services which residents rely on.
They estimate that adult care will increase by around £13.5m during 2022/23 therefore are proposing an increase of 3%.
It is believed that the Government are not going to reverse their decision to cut last year’s funding to Highways therefore leaving a £12m shortfall, therefore are proposing a further 2% increase.
• LCC have been chosen for a Government pilot project aimed at ensuring school meals meet National Guidance supporting pupils’ health and well-being. This pilot will work with our local Food Authority Food Safety Inspectors to check schools are meeting the standards required. The Government also plan to launch a curriculum and training to ensure all children leave school with practical ability to cook six basic meals.
• A new collection “Space to Earth” is coming to Lincoln’s Collection Museum from Saturday 5th March 2022.
As per the Police.uk website there were no incidents reported in this area during the period of December 2021 and January 2022.
6. FINANCIAL MATTERS

It was proposed by Cllr Kale, seconded by Cllr Elliott and resolved that these payments should be made.
c. Grant application from Toynton Village Hall
After discussion and deliberation, it was resolved to award £100 of which cheque 000271 was raised for payment.
d. Grant application from Spilsby Brownies (Toynton Branch)
After discussion and deliberation, it was decided that this did not actually aid the village of Toynton St Peter as deemed more beneficial to more outer areas therefore denied the application.
7. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
No planning applications had been received for review since the last meeting.
b. Report on any information received regarding Planning Applications
Planning permission has been granted for an extension to existing dwelling to provide enlarged living accommodation – Jonleigh House, Fenside Road, Toynton St Peter.
8. HIGHWAYS
It was relayed that scrap had been added the verge where complaint had been raised by residents and whereby LCC Cllr Bowkett had been informed. Following letter sent to the householder regarding the issue, were to date not correspondence had been received, the clerk was asked to contact Highways to try and rectify the matter.
Fenside was eroding and making this area hazardous. It is feared that if not dealt with soon, come winter this road will be more dangerous.
9. PARISH MATTERS
There is a major concern with speeding in the village especially a motorcycle. Cllr Gurney asked if we were able to have a flashing speeding sign. Information was given to Cllr Gurney and informed that the speeding sign would be extremely costly to the Parish Council, however that the neighbouring Toynton All Saints Parish Council were looking into having a Community Speed Watch scheme in which the clerk was asked to see if they would be able to collaborate with them on this matter.
Cllr Gurney had also asked about a Neighbourhood Watch Scheme. The clerk gave her some information regarding this.
The clerk informed that the Noticeboards were to be delivered the week commencing the 4th April 2022.
